Game
tie-breakers
If the game is tied after all players have played, then the team
with the most total yards (excluding kicker) wins. This includes passing,
rushing and receiving yards from all starting players.
If the game is still tied, the team with the most points from its kicker,
then QB, then TE, then WRs, then RBs wins. If in the unlikelihood it is
still tied, the game ends in a tie.

II.
Turning in lineups
When
The
deadline to change your starting lineup is Saturday at 7 p.m., and it
must be done on the CBS Sportsline site. When there is a game scheduled
before the normal deadline time, the deadline will become 30 minutes before
kickoff of the first game. The Cmmsh will change lineups in rare circumstances
-- only in the case of an emergency, and never after the deadline. Trades
and transactions must be entered on the Sportsline site by Saturday at
7 p.m. They will be announced by the Cmmsh by the following Tuesday (usually
sooner).
If lineup isn't turned in ...
The same lineup from
the previous week is used REGARDLESS OF WHETHER OR NOT A PLAYER
IS INJURED OR ON A BYE.
III.
Roster moves
FREE-AGENT
PICKUPS
A team may not exceed
the 17-player maximum roster. There is no limit to how many players a
team may have at one position.
Ray Ronquillo
waiver position rule:
If two teams want the same player in the same week, the team with
the highest waiver position gets him.* Original waiver position is decided
by the past season's standings, lowest goes first. Expansion teams will
be last. If there is more than one expansion team in any given season,
whichever team joined the league last will be last. When the waiver position
rule is used, the higher team claims the player and drops to 10th. All
other teams move up one position.
* Except for backup quarterback/kickers
claimed by a team that has the starter. A team that has the starter has
first rights, and does not move down regardless of whether another team
wanted that player or not.
When a free agent is
claimed, he may not be used in a starting lineup until the week after
he is claimed.
Medgar Williams exception rule: A
quarterback or kicker may be picked up and started in the same week if
he is being picked up because of all QBs or Ks are injured (they must
be listed on injury report as doubtful or out) or are on a bye. In that
case, a player at that position must be cut for the free agent to fill
his spot. Also, you must contact the Cmmsh to let him know you
are invoking this rule.
Jay Ory rule:
If a team cuts a player, that team may
not reclaim the player for two weeks.
TRADES
May
be made within conferences only.
VETO
RULE: Any trade that doesn't involve the Cmmsh,
is subject to his protest. Only he has the right to send a trade to the
veto board. If the Cmmsh protests a trade, the trade will be sent to the
veto board, and is nulled for that week at the minimum. If the Cmmsh approves
a trade, it will take affect AS SOON AS IT IS POSTED.
For
trades made by the Cmmsh, teams in that conference will have 24 hours
to protest. If one team protests a trade made by the Cmmsh, the Cmmsh
will announce the protest and another 24 hours will be added (from the
time of the original protest) to give other teams time to view the deal.
It must be protested by three teams to send to the veto board. If the
trade is sent to the veto board, it is nulled for that week at the minimum.
VETO BOARDS: For protested trades in the East: Charles Savois,
Mike Prange, Cmmsh; in the West: Greg Lee, Shawn Smith, Christian Helmstetter.
Pre-draft
trades: Any players involved in pre-draft trades
must be kept, or if for some reason a team leaves the league after he
makes a trade pre-draft, the trade is null and void.
DEADLINE
With
both pickups and trades, Week 11.

IV.
Playoffs
After the 13-game regular
season, the second-place teams from each division will face the first-place
teams from the other division within each conference. In the following
week, the remaining teams will play for the conference championship, and
in Week 16 of the NFL season, the two conference champions will face each
other for the FFL title.
Kevin
Spain Exception Rule: Any non-division
winning team that fails to finish at least .500 will not be eligible for
the playoffs, unless there is not another qualified team in the other
division. In the case where a second-place team does not qualify, a the
other division's third-place team will make the playoffs, assuming that
team has a record of .500 or better.
In the Fantasy Bowl, there is a possibility of the
two teams facing each other having like players. The teams are allowed
to use that (those) player(s) if both teams don't start him (them). In
the instance that both teams start the same player, the commissioner would
call both owners and ask them to use someone else at that position.
V.
Salary structure
For
keepers
Salaries stay the same after the first year of a
contract (A then B players). In the next two seasons (C and D players),
salaries increase by 25 percent BOTH seasons (rounded up to the next dollar).
After the fourth season of a player's contract (D
players), he must be released back into the draft pool.
When you make a trade for a player, you take his
salary (and his season designation).
For free agents
A player picked up
will be assigned a 15A contract if only one team puts a claim in for him
and 25A if two or more teams want him, unless, a player
that is picked up has a salary (he was cut this season) AND his salary
would be higher next season. (Example: Jerry Rice is
cut and his salary is 18B, and he is picked up the next week. To keep
him in the following season, his salary would be 23C, not 15A.)
Letter designations
ALWAYS stay with a free agent, regardless of salary. (Example:
Jerry Rice is cut in Week 3, his salary is 2C, and is picked up the next
week. His salary would be 19C, not 19A.) This means any
D player picked up must be released following the season, and therefore
cannot be kept.

Realignment
After every
third season, the two divisions in each conference shall realign.
Formula:
Total points scored over three seasons previous to realignment. If a team
has not been in the league for three seasons, multiply average points
per season by 3. Manning and Jackson Divisions will take 1st, 4th, 5th,
8th and 10th place. Hebert and Mills Divisions will take 2nd, 3rd, 6th,
7th and 9th place teams.
Seasons:
Realignment will take place after following seasons: 2010, 2013, 2016,
2019, 2022, 2025, 2028.
